Current Status
Belgium has made structured e-invoicing mandatory for all domestic B2B transactions since January 1, 2026. This is one of the most comprehensive e-invoicing mandates in the EU.
What This Means
- All invoices between Belgian VAT-registered businesses must be sent and received as structured electronic invoices via the Peppol network
- PDF invoices are no longer legally valid for domestic B2B transactions between Belgian entities
- The mandate applies to all businesses regardless of size, including small enterprises and self-employed workers (zelfstandigen / indépendants)
Technical Requirements
Format: Peppol BIS Billing 3.0 — the standard Peppol invoice format compliant with EN 16931 (European e-invoicing standard).
Network: Invoices must be exchanged via the Peppol network through certified Peppol Access Points.
Identification: Businesses must register on the Peppol network with their ondernemingsnummer (enterprise number, BE 0XXX.XXX.XXX) as their Peppol participant identifier.
How to Comply
Businesses have several options:
- Accounting software with Peppol support: Many Belgian accounting platforms (Billit, ClearFacts, Octopus, Yuki) have integrated Peppol sending/receiving
- Peppol Access Point providers: Third-party services that handle Peppol connectivity
- Government platform: The Mercurius platform (for B2G) can be used for some B2B scenarios
- Free tools: The Belgian government has made available basic tools for small businesses through the FOD Financiën website
Exemptions
The following are exempt from the B2B e-invoicing mandate:
- B2C transactions: Invoices to consumers (non-VAT-registered parties)
- Cross-border transactions: Invoices to/from businesses in other countries (subject to the other country's rules)
- Certain VAT-exempt transactions: Some financial and insurance services
- Simplified invoices (vereenvoudigde facturen) for amounts under €100
B2G E-Invoicing
E-invoicing for invoices to Belgian federal government entities has been mandatory since 2019 via the Mercurius platform using Peppol. Many regional and local governments also require e-invoicing.

- Belgian businesses using Muckle to create PDF invoices should be aware that PDFs are not valid for domestic B2B transactions since January 1, 2026

- B2C invoices (to consumers)
- Cross-border invoices (to non-Belgian businesses)
