Current Status
The Netherlands does not have a mandatory B2B e-invoicing obligation as of February 2026. PDF invoices remain fully legal for all domestic B2B transactions.
Government Sector (B2G)
E-invoicing is mandatory for invoices sent to Dutch central government entities since 2017. The required format is Peppol BIS Billing 3.0 delivered via the Peppol network. This applies to:
- Central government ministries and agencies
- Many municipalities and provinces (voluntary adoption varies)
Businesses invoicing the Dutch government must use the Peppol network and comply with the EN 16931 European standard for electronic invoicing.
B2B Landscape
While not mandatory, electronic invoicing is increasingly adopted in the Netherlands:
- Large enterprises commonly use UBL (Universal Business Language) or Peppol BIS formats
- The NLCIUS (Netherlands Core Invoice Usage Specification) is the Dutch implementation of EN 16931
- Many accounting software packages support sending and receiving e-invoices via Peppol
- The Dutch government actively promotes voluntary e-invoicing adoption through the STPE (Stichting Platforme E-facturering)
PDF Invoices
PDF invoices are legal for:
- All domestic B2B transactions
- B2C transactions
- Cross-border transactions (subject to buyer country requirements)
There is currently no announced timeline for mandating B2B e-invoicing in the Netherlands, unlike Germany, France, and Belgium.
Peppol in the Netherlands
The Netherlands has a strong Peppol infrastructure:
- The Simplerinvoicing community (now part of STPE) has promoted Peppol adoption since 2010
- Many Dutch accounting platforms (Exact Online, Twinfield, Yuki) support Peppol natively
- Dutch businesses can register as Peppol participants through certified Peppol Access Points
Recommendations for Businesses
- For B2G invoicing: use Peppol BIS 3.0 (mandatory)
- For B2B invoicing: PDF remains acceptable; consider adopting Peppol for efficiency
- Monitor EU-level developments — the ViDA (VAT in the Digital Age) proposal may eventually require structured e-invoicing across all EU member states
Recent Updates
- 2026-02-01: No new e-invoicing mandates announced for the Netherlands.
- 2025-11-08: EU Council adopted ViDA package, which includes digital reporting requirements. Implementation timeline extends to 2030-2035.
